(USSTRATCOM)
This prime contract provides technical analysis and engineering support
to the USSTRATCOM Command, Control, Communications, Computers, and Intelligence
(C4I) Systems Directorate (J6). USSTRATCOM manages the
nation's nuclear deterrent force of bomber aircraft, intercontinental ballistic
missiles, and submarine-launched ballistic missiles.
McCallie's support to USSTRATCOM provides strategic and non-strategic C4I
systems analyses through architectural development, modeling and simulation
investigation, trade-off analysis, and nuclear weapon effects
assessments. This support also includes network operations, maintenance
and support, and Corporate Information Management/Functional Process
Improvements (CIM/FPI). The CIM/FPI methodology provides Business Process
Reengineering (BPR), Activity Based Costing (ABC) and Management (ABM), and
Data Engineering and Modeling.
All of the network operations, maintenance, and support tasks performed
under the completed OA LAN Contract, described below, were extended as a Task
Order under the SETA Contract for an additional 8 months while the effort
transitioned to an A-76 contract team.

McCallie Associates was the prime contractor and sole
provider for over 9 years. Provided network systems operations,
maintenance, and support of the USSTRATCOM Command Management Local Area
Network (CM LAN) client/server enterprise environment. Support included
systems administration, network service restoration, database administration,
Web management and administration, hardware maintenance, systems and software
integration, and help desk services. We automated the Help Desk response
processes, and used metrics developed under statistical process controls to
analyze and optimize our user help response.
The CM LAN provided essential
computer-based tools to meet the day-to-day business management,
administration, and crisis management needs of USSTRATCOM. Our network
services provided an integrated network solution, including specialized support
of security applications unique to the Command. These Unclassified,
Secret, Top Secret, and special access networks provided a variety of office
automation, off-the-shelf application software, network administration, and
systems integration services to over 5,000 user accounts and about 3,700 PCs in
USSTRATCOM with an up time rating exceeding 90%. The CM LAN employed a
Secure Mail Guard (SMG) gateway that monitored and controlled electronic mail
between the Secret and Unclassified networks.
Intelligence Data Handling System Database Management
System Technical Support Services

McCallie was the prime contractor for this database support contract
and has transitioned to a larger role on the PRC-Litton team that won the A-76
outsourcing of this and other intelligence work. Under this contract we
perform relational database management system (RDBMS) engineering and technical
services in support of the USSTRATCOM Intelligence Systems Division as part of
the Intelligence Data Handling System (IDHS). The IDHS is used in the
processing, storage, retrieval, and exploitation of highly sensitive
intelligence data in support of USSTRATCOM and national agencies.
McCallie Associates final customer performance reports indicated complete
confidence in our management and technical performance and included all areas
as receiving EXCELLENT ratings.
Our contract performance included database design, database analysis,
data file management, systems administration, systems generation, systems
performance tuning, database administration, database backup and recovery,
systems analysis, implementation of DBMS objects and operating system scripts,
problem identification and resolution, systems failure restoration and data
recovery, database integrity monitoring, user requirements analysis and
definition, and implementation of system improvements. This effort
included supporting the Command's transition to a Unix-based Client/Server
network environment, and the conversion of the IDHS database from the Computer
Associates IDMS/R database management system to the Sybase RDBMS. We
retain the leadership of Database services under the new PRC ISSP contract and
add significant roles and responsibilities for Help Desk and network
administration.
Network Engineering and
Integration

We provided on-site Microsoft network systems support, software
engineering and integration services to the IRS, Omaha District. Through
a Blanket Purchase Agreement for Microsoft Certified Solution Provider support
and services, we delivered network hardware, software, and supplies in support
of the IRS local area network. We also serviced their computer systems,
peripherals, OS/2-DOS LAN Manager software, and applications software residing
on their network server and individual user PCs.
Executive Support Systems
Network Operations, Administration and Systems Reengineering

We provided complete facilities and systems management services for the
USSTRATCOM Executive Support Systems (ESS). ESS was a combination of the
USSTRATCOM Administrative Local Area Networks (LANs) and Wide Area Networks
(WANs)—campus-wide networks that serviced USSTRATCOM and other facilities at
Offutt AFB, Nebraska, with connectivity to national networks. The ESS
LANs were reengineered into a client/server GUI environment which provided a
standard suite of office automation tools to approximately 1000 workstations
and 30 network servers supporting over 1500 user accounts. In addition to
the engineering, we performed systems administration, facilities management,
user training, and help desk support. McCallie Associates also provided
software maintenance of 3.1 million lines of code using COBOL, TAL, and
SCOBAL. This effort eventually became the Office Automation LAN, which we
managed for another 6 years until it was bundled and outsourced under an A-76
effort.
LAN Installation &
Administration, DBMS Administration, and UPS Facility Management
6 Space Operations Squadron (6
SOPS)
We configured, integrated, and installed all of the desktop computers,
peripheral hardware, communication devices, and network operating system and
application software components of the 6 Space Operations Squadron (6 SOPS)
local area network that supports their ground and space-based Defense
Meteorological Satellite Program (DMSP) command and control
mission. The 6 SOPS was an Air Force Space Command (AFSC)
organization located at Offutt AFB NE. We also performed on-site
maintenance and services of the 6 SOPS' Exide Series 3000 large-scale (500 KVA)
Uninterruptible Power Supply (UPS) Facility. This included refurbishing
the UPS Battery Room and replacing the entire battery string supporting the
mission-essential UPS.
Enterprise Network Systems
Integration
United States Army Corps of
Engineers
We provided on-site integration and maintenance of enterprise network
communications and application servers, and on-line system hub/concentrator for
the Army Corps of Engineers, Omaha District. The Corps utilized the
servers as dedicated remote computing universal network communications servers
and as computer applications platforms dedicated to perform other network
services. The hub/concentrator system was used to create the Omaha
District's network backbone.
Communications Systems And
Microwave Network Study

McCallie Associates conducted a Voice and Data
Communications Systems and Microwave Network Study on prime contract to the
Army Corps of Engineers, Omaha District. This study included a systems
and network architecture and a complete requirements analysis. The
project required characterization of the Corps' communication and microwave
networks, including all systems, subsystems, interface elements, and support
functions; identification of problems with recommended approaches for
resolution; and specification of recommendations to improve overall systems and
network integrity.
Counter Space Manpower Assessor
Support to HQ AF Space Command
HQ Air Force Space Command
A McCallie prime contract providing manpower assessment,
allocation, and assignment support to the Space Control career-field and
related special projects. Our manpower
support includes responsibility to develop, assess, and staff manpower
positions for HQ AFSPC and subordinate units including selectively manned,
special access assignments. We assess
and implement manpower procedures for effectiveness in providing qualified
mission personnel for the protection and survivability of our national space
capabilities. The responsibilities
include managing the intricacies of compliance with Air Force policies and
career progression groups, unit closures and transitions, manpower and career
shortages, and assessment of skills required to support newly developed
equipment and systems.
